Job Summary:
- Eastern Washington University is currently looking to fill our Director of Construction and Planning Services (CPS) position. This position reports to the Associate Vice President for Facilities and Planning and is responsible for full time leadership of staff management and departmental resources. Eastern Washington University Construction and Planning Services provides project support through paid consultants and Public Works contract management to the Cheney campus as well as to satellite operations, as needed. This position is responsible for overall comprehensive short and long-term planning, prioritization of projects, as well as developing, planning, and implementing university capital programs.
- Construction and Planning Services is responsible for planning, coordination, and implementation of projects for the university campus that consists of 329 acres of which approximately 50% is developed into facilities and surrounding grounds. There are 90 campus buildings that total approximately 3,245,000 gross square feet. This consists of 2,300,000 gsf academic facilities, 710,482 gsf housing facilities and 235,200 gsf auxiliary facilities. Eastern provides utilities to the campus through infrastructure that includes: steam generation and distribution, chilled water production and distribution, primary (13,200 volts) and secondary electrical distribution, sanitary and storm sewer systems, a class A community water system (water wells, storage, and distribution system) as well as secondary access drives and pedestrian walkways.

Required Qualifications:
- Bachelor’s degree in Architecture or Engineering disciplines
- A minimum of six (6) years of experience in facilities design and construction which includes short and long-range planning and development, contracting and project management, and two (2) years’ experience supervising a multi-disciplined technical staff.
- Proficiency utilizing a computerized system for project management and budget management. Aim or similar computerized system.
- Demonstrated participatory management experience with profession and technical staff which encourages individualism, team building, and emphasizes mutual respect of all co-workers.
- Certification as a professional architect or engineer in the State of Washington or ability to obtain such within 6 months of employment.
- Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.
Preferred Qualifications:
- Facilities management and long-range planning experience in a university campus environment.
- Background or experience with sustainability related to construction projects.
- Background and/or experience in budgeting and financial competencies.

Responsibility / Duty: 1. Department Leadership/Guidance (20% Essential)
- A critical expectation of this position is leadership of the department. Promoting current experience to its best use, recruiting, and retaining qualified technically exceptional staff. It is also of high importance to support the directors and staff in Facilities and Planning in general when developing projects and systems implementation. The director of Construction and Planning Services is an integral part of the Facilities and Planning unit.
- This position supervises both WFSE classified and professional exempt staff. Understanding of the current classified contract and university procedures regarding exempt employees is critical to success.
- Direct and monitor Senior Project Managers and Construction Coordinators on the design and implementation of all capital and on-campus projects.
- Lead department to support strategic academic and student services desired outcomes.
- Evaluate staff performance and provide professional growth training and support to enhance their work.
- State Capital biennial submittals
- This is an on-going process necessary to gather information on major and minor works project for the university. This includes major capital projects (over $2,000,000) and minor works decision packages (projects under $2,000,000).
- Regular and on-going review of needed preservation, infrastructure and program needs of the university to prepare the submittal of both major and minor works projects.
- Set priorities for implementation of major and minor projects.
- This position will monitor and supervise the comprehensive capital budget as well as individual project budgets that are assigned to departmental staff.
- Provide collaborative selection of projects that are funded from capital resources.
- Work closely with university Budget and General Accounting office on financial and accounting issues.
- Provide oversight and training to departmental staff so they understand their individual roles in project budget management and the systems that the department uses to track and report on projects.
- Coordination and managerial oversite of project procurement and contracts.
- Review and oversite for department budgets including service funds (example: workforce construction) connected to the department.
- Sustainability and Conservation. The university has made sustainability and energy conservation a top priority. This position is responsible for implementing sustainable design and installation techniques on minor and major capital projects to support these goals.
- Facilities Condition Assessments. This unit uses data from our CMMS system (AiM) to gather information on costs required by building systems. This biennial survey updates the condition assessment score of all university building and is used to develop the deferred maintenance backlog costs and associated projects.
- Compliance. The director of Construction and Planning Services works with other directors and university staff to identify compliance issues and potential risk to the university. In a collaborative manner works directly with; staff, local, state, jurisdictions having authority (JHA), and other compliance agencies on construction projects and day-to-day operations.
- University Standards of Performance. This position is responsible for developing, enhancing, and promoting university standards regarding capital purchases, project design and operational enhancements.
- Reporting. Support and coordinate reporting to department and other units on campus. Use reports and documentation to support long term and succession planning outcomes.
- Construction and Planning Services has many applications developed and implemented to streamline daily work processes. Examples are AiM (Work Order and CPPM
Capital Project, Project Management) application, B2Gnow, ProCore, and Meridian as well as other systems applications. These applications support streamlining and automation of departmental processes. This position is expected to promote these applications and enhance other processes to create efficiency for the department and other related areas/departments of the university.
- It is essential that this position have a firm grasp of Washington State Public Works contracting regulations and requirements. Continual review and updates to contract documents to meet new regulatory requirements (RCW and WAC).
- This position will keep pace with new and changing rules and compliance issues regarding Public Works contracting.
- Support effective pre-bid and bidding procedures to enhance clarity in the bidding process and contractor’s ability to provide pricing to the university. Examine and evaluate other delivery methodologies for effectiveness. Examples would be Job Order Contracting (JOC), Small Works Contractor roster, Progressive design build etc.. Evaluate the potential for “right fit” for university contracting and implementation on projects.
- Work with university AAG on issues regarding updates and edits of contract documents to protect university projects and reduce risk to the University.
- Facilities Master Planning, including housing and auxiliaries.
- Engage and support the University Academic Strategic Plan and provide guidance on integrating this plan into the Facilities Master Plan and small work projects to support academic programs and projects.
- Needed and required departmental functions. Provide proposals and justification for resources needed to support expanding and streamlining CPS functions.
- Provide a productive and rewarding environment for the staff of the department.
- Support campus community and local community engagement through participation and attendance at community functions.
- Support other departments within the Facilities and Planning unit.
- Support and enhance a diverse and inclusive work environment within and outside the department.
